Quick answer
Water rebates in the East Bay: The Brothers That Just Do Gutters San Ramon checked the published rebate lists of EBMUD, Zone 7, CCWD, Cal Water and the City of Pleasanton, and as of October 2026 none pays a rebate for rain barrels or cisterns; Zone 7 says there are currently no rainwater capture rebates in the Tri-Valley. The money that exists is for lawn conversion: up to $3,000 through Zone 7 and up to $2,000 through EBMUD or CCWD. Call (925) 905-9555 or book online.
East Bay Rebate Guide
Rain barrel money in the East Bay: what is real in 2026
Homeowners from San Ramon to Concord ask us every fall who pays for a rain barrel. As of October 2026 the honest answer is nobody in this part of the East Bay. EBMUD, CCWD and Cal Water list no barrel or cistern rebate, and Zone 7, the Tri-Valley wholesaler behind Livermore Municipal Water, Pleasanton and DSRSD, says there are currently no rainwater capture rebates in the Tri-Valley. What every agency does fund is lawn conversion, and those planted, mulched beds make a natural landing spot for a downspout.
That is where gutters come in. A barrel or rain garden only collects what the roof hands it, and a clogged trough or a downspout that dumps at the foundation sends that water the wrong way. Zone 7 puts Tri-Valley rainfall at about 14 inches a year, mostly in winter storms under 2 inches a day. EBMUD’s math: each square foot of roof yields about 0.623 gallons per inch of rain, so less than 100 square feet of roof fills a 55-gallon barrel in one inch. Contra Costa’s stormwater guidance asks for screened gutters above any barrel, splash blocks or piping that spread water across a planted area, and roof area no more than twice the size of the bed receiving it. When overflow needs to travel, we extend the downspout to a safe spot.
The Brothers That Just Do Gutters San Ramon is owned by Mohammad Awadalla and Syed Rizwan and based in Livermore. Our local crew cleans and flush-tests gutters, forms seamless runs sized for atmospheric river storms, adds downspouts where a barrel or garden needs one, and fits BroGuard micro-mesh so oak leaves and pine needles stay out of the water you are saving. If you are converting a lawn in Pleasanton, Danville or Concord, we can plan the downspouts before your rebate project starts, and every estimate is free and written.

Why the Brothers
Why East Bay Homeowners Call the Brothers
We check what EBMUD, Zone 7 and CCWD require before we touch a downspout, so gutter work never gets ahead of your rebate approval.
Most of the year’s 14 inches arrives in a few winter systems. We size troughs and downspouts so those storms land where you planned.
A full barrel still overflows. We route that water to a planted bed or a drain line instead of letting it pool by the slab.

Your East Bay gutter calendar
Rebate rules and the wet season share a calendar, so time the paperwork and gutter work together.
- Fall · Sep to NovApply and plant
EBMUD’s Super Rebate and Pleasanton’s add-on require planting between September and February. Get approval first, then have gutters cleaned and downspouts aimed before the first storm.
- Winter · Dec to FebWatch the storms
Atmospheric rivers show where water really goes. Note overflowing corners and flooded beds, and keep barrel overflow pointed away from the house.
- Spring · Mar to MayFinish and document
Zone 7 allows 120 days after its Notice to Proceed to finish a lawn conversion. Send receipts and photos, then check barrel screens for gaps.
- Summer · Jun to AugUse it and plan
Use stored water on landscape beds, rinse the barrel with vinegar as EBMUD suggests, and book gutter repairs or new downspouts before fall.

Not as of October 2026. EBMUD’s rebate list covers lawn conversion ($1 per square foot Standard, $2 Super, up to $2,000 per home in two years), a Treebate of up to $100 and laundry-to-landscape graywater up to $100, but no rain barrel or cistern rebate. Its rainwater page still explains barrel sizing and upkeep, which is why this guide points barrel owners toward the lawn money.
No. Zone 7 states there are currently no rainwater capture rebates in the Tri-Valley. Customers of Livermore Municipal Water, Pleasanton and DSRSD can instead get $2 per square foot of converted lawn, up to $3,000, through Zone 7. Pleasanton adds 50 cents per square foot, up to $575 and half of material costs, for sheet-mulched projects with native plants. Cal Water customers in Livermore apply through Cal Water’s own portal.
CCWD’s Lawn to Garden Rebate pays $1 per square foot, up to $2,000 for a single-family home, for customers in its service area, including Concord, Clayton, Martinez, Pittsburg, Antioch, Oakley and parts of Walnut Creek and Pleasant Hill. You must convert at least 300 square feet of maintained lawn, wait for a Notice to Proceed, and finish within six months. This guide lists no CCWD barrel rebate because none exists.
A simple barrel usually does not, according to Zone 7. Contra Costa Clean Water Program guidance says barrels and cisterns used to meet stormwater rules need city approval, larger systems may need planning and building permits, and the Contra Costa Mosquito and Vector Control District should be told about the installation. California’s Rainwater Recapture Act of 2012 lets residents use roof water for landscaping. Check with your city before installing a large tank.
Contra Costa Clean Water Program guidance calls for screened gutters feeding the barrel, openings covered with metal mesh of 1/16 inch or finer, a level base at grade near the downspout, and annual cleaning of barrels and gutters. Downspouts aimed at planted areas should spread water with a splash block, and roof area should be no more than twice the bed size. This guide recommends overflow routed away from the foundation.
